Minsvyaz is ready to spend 335 million rubles for assessing the achievements of the digital economy

The Ministry of Digital Development, Communications and Mass Media of Russia (Minsvyaz) announced the tender worth 335 million rubles to provide the service of estimation of digital economy development in Russia. The contractor will have to develop a methodology for statistical observations to measure parameters of development of the digital economy. Big Data will be used in statistical calculations, also a system of business analytics will be created for the website of Minsvyaz.

The competition of the Ministry of Communications

Minsvyaz announced a tender for the provision of services to assess the development of digital economy in Russia. Appropriate documentation was placed on the portal of purchase.

The initial maximum price of the contract is 335 million rubles. 275 million rubles of this amount will be received by the contractor in 2019, and other 60 million rubles – in 2020. Applications are accepted since August 22 till September 13.  The service will be accomplished in 2 stages, the deadline of the contract is December 2022.

Tasks of the contractor

According to the technical task, the contractor has to develop the methodology statistical observations to measure the parameters of the digital economy. He will have to test this methodology in pilot statistical surveys of various organizations. Besides, the contract envisages the development and testing of methodological approaches to measure the effects of digital transformation of economic and social sectors.

Also, the implementer has to conduct an examination of indicators of the national program "Digital Economy" with its all federal projects and calculate the value of the key indicators of digital economy for 2018 and 2019. In addition, the contractor will carry out expert and analytical support for the work of the Ministry of Сommunications to measure the parameters of the digital economy in 2019 and 2020.

Also, the contractor should develop proposals for the creation of a business intelligence system, through which the Ministry of Communications will be able to publish relevant statistics on its website. The same contractor will have to create the system itself.

He will also have to develop a concept and proposals to regulate the use of big data in the statistics of the digital economy. In the course of the pilot project, it will be necessary to calculate individual indicators of the digital economy using big data.

Besides, the agreement involves the development of methodological approaches to measure indicators of the national security of Russia in terms of implementation of artificial intelligence. The contractor should also estimate positions  of Russia in international ratings and indices in the sphere of ICT for 2018 and develop suggestions to improve these positions.

The contract also includes expert and analytical support of interactions with international organizations, which are involved in statistical observation and measurement of parameters of global digital economy development.

National program "Digital Economy"

The Digital economy program was approved by the government in the summer of 2017, and in may 2018 it was transformed into a national program. It includes six federal projects: "Digital state administration", "Digital technologies", "Regulation of the digital environment", "Personnel for the digital economy", "Information infrastructure" and "Information security".

Initially, the "Digital economy" for the period 2018-2021 was planned to spend 520 billion rubles with 170 billion rubles allocated by the Federal budget, and 350 billion rubles by extra-budgetary sources. However, when it became a national program, the budget was increased to 2.79 trillion rubles with 1.267 trillion rubles allocated by the Federal budget and 1.524 trillion rubles by extra-budgetary sources.

Later, a revised version of the national program "Digital economy" was presented. The total volume of expenditures increased to 3.54 trillion rubles, including expenditures of the federal budget increased to 2,015 trillion rubles.

In February 2019 it was announced that the costs of the national program "Digital economy" has reduced more than twice — up to 1.6 trillion rubles. The largest reduction happened to federal projects "Digital technologies" and "Digital government" — in total expenditures decreased by 1.87 trillion rubles.
