Improving the level of medicine and increasing the life expectancy of Russian citizens are priorities in the country, so the health care was included in the Japanese-Russian "eight-point cooperation plan". Equipment for treating cancer patients, such as a heavy ion therapy system, will help to create the conditions for completing these tasks in the future.

Toshiba ESS company created a heavy ion therapy system while working on a medical heavy particle accelerator for the National Institute of quantum and radiological science. It has been used in Chiba Prefecture for the treatment of patients since 1994. The equipment created by Toshiba ESS is also used in the Kanagawa Cancer Center and the Yamagata University Hospital, and outside of Japan at YONSEI University in South Korea.

Toshiba ES and the National Medical Research Radiological Center of the Ministry of Health of Russia  decided to implement a system of heavy ion therapy for the treatment of cancer patients in Russia, using the technology and experience of the Japanese company.
